本課程以公共產(chǎn)品和公共選擇理論為基礎(chǔ)，著重分析政府部門公共支出和公共收入理論內(nèi)涵及其經(jīng)濟(jì)效應(yīng)，并對(duì)政府間經(jīng)濟(jì)關(guān)系及其現(xiàn)狀與趨勢(shì)進(jìn)行分析和闡釋。本課程要求學(xué)生全面掌握公共部門經(jīng)濟(jì)學(xué)理論內(nèi)容并具備對(duì)實(shí)際問題進(jìn)行分析與解決的能力。

Based on the theory of public goods and public choice, the course focuses on analysing the theoretical 
connotation and the economic effect of government expenditures and incomes, and expounding the intergovernmental 
economic relationship, statur quo and the development trend. This course also requires the students not only to master the
 theory of public sector economics,but also to be able to solve practical problems.

This course is a systematic study of public policy and the basic principles of the theory, principles of 
professional disciplines foundation courses in public policy analysis methods and models, public policy formulation, implementation
 and evaluation methods and techniques. Task of this course is to enable students to understand and grasp the overall framework
 of basic knowledge of public policy, to understand the basic research in the field of public policy, grasp the main theories and 
methods of public policy, public policymaking process to clarify the basic context, through case studies Teaching in the form of 
policy design, and so, to achieve real policy issues observe rational and understanding, improve their ability to understand the
 policy and decisionmaking ability.Public Policy Analysis introduces students to the process and methodology of public policy 
analysis. Using a problemsoriented and a multidisciplinary synthesis approach, this course bridges the gap between theory 
and practice. Public Policy Analysis draws from political science, public administration, economics, decision analysis, and

The theory and practice of government reform and governance, public policy, public organization theory and
 government tools are the main topics in the field of public management in China. This course will focus on the four key areas to 
make a forwardlooking exploration and analysis. In the light of the characteristics of MPA students, this course focuses on the
 practical analysis, and uses case analysis, scenario simulation and other teaching methods. This course pays attention to the
 students' classroom participation and practical ability training.

This course offers an introduction to the fields of international relations, comparative politics, political philosophy and methods
 of political analysis. Particular emphasis is placed upon (1) identifying the main points of debate and contrasting research
 traditions within these fields; (2) developing the critical analytical skills necessary to evaluate the contrasting arguments 
made within the field; (3) grounding individual empirical interests within the context of these broader theoretical and 
methodological issues. Required readings are listed in this syllabus. Students are expected to attend every class, to have
 done the readings before class, and to participate actively in discussions.

憲法是國家的根本大法，是具有最高法律效力的法。它是據(jù)以制定其他法的法律基礎(chǔ)。行政法是國家重要的部門法，是調(diào)整行政關(guān)系的法律規(guī)范和原則的總稱。本課是公共管理碩士開設(shè)的專業(yè)必修課，涉及八個(gè)方面的內(nèi)容：憲法基本理論、憲法基本制度、憲法實(shí)施、行政法的一般原理、行政程序、行政法主體、行政行為、行政救濟(jì)。本課程力求結(jié)合MPA學(xué)員的特點(diǎn)和需求，著力于憲法與行政法的基本知識(shí)和基本原理的分析和闡釋，并配合相關(guān)案例，采取多種教學(xué)方法，重點(diǎn)突出地展現(xiàn)中國憲法與行政法的基本制度，使 MPA學(xué)員準(zhǔn)確地理解和把握憲法與行政法行政法的基本精神和基本原理。

Constitution is the fundamental law of the country, with the highest legal effect. It is the legal 
basis for the legislation. Administrative law is an important sector of national laws, which is the 
summation to adjust the legal norms and principles of administrative relations. This course is a professional compulsory for 
Master of Public Administration. The content involves eight areas: basic constitutional theory, basic constitutional system, 
implementation of Constitution, the general principles of administrative law, administrative procedure, administrative 
law bodies, administrative actions and administrative remedies. The course seeks to combine the characteristics and 
needs of MPA students; it focuses on the analysis and interpretation of the basic knowledge and principles of constitutional 
and administrative law. It uses many relevant cases and takes a variety of teaching methods. The course emphasizes China's
 basic system of constitutional and administrative law so that MPA students can accurately understand and grasp the basic
 spirit and fundamental principles of constitutional and administrative law.

本課程講述的內(nèi)容由總論、實(shí)務(wù)和專論三部分組成。總論包括非營(yíng)利組織概述、基本理論、國外非營(yíng)利組織、中國非營(yíng)利組織等基本概念、理論和國內(nèi)外概況。實(shí)務(wù)包括非營(yíng)利組織戰(zhàn)略管理、財(cái)務(wù)管理、人力資源管理、籌款管理、營(yíng)銷管理、評(píng)估等管理技能和流程。專論包括非營(yíng)利組織治理結(jié)構(gòu)、公益基金會(huì)、慈善文化、非營(yíng)利組織法律問題等四個(gè)研究領(lǐng)域。

This course gives lectures consisting of three components: General theories, management practices and special 
discussions. General theories include an introduction to nonprofit organization (NPO), basic theories of NPO, general conditions
 of foreign NPOs, and those of China’s NPOs. Management practices consist of  management of strategy, finance, human 
resource, fundraising, marketing and appraisal. Special discussions are composed of four academic fields: governance structure
 of NPOs, philanthropic foundations, charitable culture, legal issues of NPOs.

This course studies the frontier issues of China’s administrative reforms, including transformation of governmental
 functions, reform of governmental organs, reform of civil service system, reform of public finance, reform of administrative 
examination and approval, adjustment of centrallocal governmental relationship, establishment and implementation of 
administrative accountability system, administrative reform and rule of law, administrative reform of developed countries.
 Through the study of this course, the students can obtain the major issues and the reform trend of China’s administrative

This course combines domestic and international public crisis management development of new trends, new

本課程主要介紹國際貿(mào)易傳統(tǒng)理論和最新發(fā)展、國際貿(mào)易政策工具、國際貿(mào)易政策的福利依據(jù)以及國際貿(mào)易政策的爭(zhēng)議與協(xié)調(diào)。在介紹了基本理論和政策后，側(cè)重于對(duì)中國參與經(jīng)濟(jì)全球化、區(qū)域一體化等方面貿(mào)易政策的分析和專題討論，使學(xué)生熟悉國際貿(mào)易理論和政策的基本分析方法。

This is a required course for graduate students major in customs and international trade administration.
 International trade，as a branch of applied microeconomics, is a very important field in economics, which provides the
 students analysis on problems in international trade. After studying this one semester course, the students are expected to learn the way professional international economists think to approach important 
policy problems. Main topics covered in this course include development and core theory of international trade, trade policy
 instruments, political economy in trade policy, disputes and coordination on international trade policies. This course also
 focuses on analysis on China’s trade policy to accommodate the economic globalization and regional economic integration 
so that the students are familiar with basic analysis methods of international trade theory and policy.

本課程內(nèi)容由二個(gè)部分構(gòu)成：第一部分是系統(tǒng)地介紹當(dāng)前世界海關(guān)主要公約與協(xié)定的框架體系，說明這些公約與協(xié)定的適用背景、范圍，解釋相關(guān)公約與協(xié)定對(duì)成員國海關(guān)制度設(shè)計(jì)的不同要求，并進(jìn)一步分析對(duì)我國海關(guān)管理制度變革的影響；第二部分是對(duì)當(dāng)前以美國、歐盟、澳大利亞為主的主要國家與地區(qū)的海關(guān)管理制度進(jìn)行比較，了解與把握相關(guān)國家海關(guān)管理制度的組織框架、基本法律體系和特殊的制度設(shè)計(jì)，并以不同國家特定的制度變革或海關(guān)能力建設(shè)的個(gè)案為對(duì)象進(jìn)行分析，探索我國海關(guān)管理制度發(fā)展與改革可資借鑒的思路。

This course consists of two parts: the first part will systematically introduce the framework of main
 contemporary customs conventions and agreements in the world, state the applicable background and 
scope of these conventions and agreements, explain the requirement of these  relevant treaties and agreements on customs 
system design of the member states, and further more analyze their possible influence of the institutional change of China's 
Customs; The second part will give priority to the comparison on the customs management system of the main countries
 and regions, such as the United States, the European Union, Australia, understanding  and grasping customs organization
 framework, the managerial system of the basic legal system and specific system design of the related countries. And at last,
 case study will be used, which cover the specific systematic reforms and customs capacity building, to explore the possible
 route that the development and reform of China's customs managerial system will head.

本課程包括兩部分內(nèi)容，分別是海關(guān)稅收政策篇和征管實(shí)務(wù)篇。政策篇結(jié)合進(jìn)出口稅收優(yōu)惠闡釋海關(guān)稅收職能和政策定位內(nèi)涵與發(fā)展；實(shí)務(wù)篇基于海關(guān)稅收一般征管制度，結(jié)合案例分析一些特殊問題和熱點(diǎn)問題，探討海關(guān)稅收征管體系的實(shí)踐問題。

This course includes two parts:the Customs tax policy and the administration of Customs tax collection. The 
Customs tax policy is based on the tax preference to expound the function and policy development of the Customs tax; the
 administration of the Customs tax collection is based on some pratical cases to analyze the special and hot issues in order 
to explore the reform of the Customs tax adminstration.

本課程將采取系列講座的形式，邀請(qǐng)海關(guān)總署及相關(guān)部委的高級(jí)官員、業(yè)內(nèi)專家、國內(nèi)外學(xué)者進(jìn)行專題講座，緊密結(jié)合當(dāng)前中國海關(guān)正在進(jìn)行的諸如通關(guān)程序、企業(yè)管理、保稅物流監(jiān)管等業(yè)務(wù)制度的改革，以期讓學(xué)生了解當(dāng)前中國海關(guān)改革與發(fā)展的最新成果、主流思路和前沿思想。本課程的教學(xué)目的是，讓學(xué)生充分把握當(dāng)前海關(guān)制度變革的動(dòng)態(tài)進(jìn)程，理解宏觀環(huán)境和制約因素、開放經(jīng)濟(jì)對(duì)現(xiàn)代中國海關(guān)的管理制度的變革所起的直接的推動(dòng)作用。

This course will take the form of a series of lectures, inviting industry experts, scholars of civil or overseas, and senior officers
 of GAC(the general administration of customs) or the related ministries and institutions, which will combined its contents
 closely with the ongoing reforms of China Customs, such as customs clearance procedures, enterprises management, 
bonded logistics management and other business systems, in order to let students understand the latest achievements, 
mainstream thinking and cuttingedge ideas of the reform and development of China's customs. The teaching purpose 
of this course is to let the student fully grasp the dynamic process of current reform of customs system, understand the
 promoting and boosting roles of the macro environment and its restricting factors, open economy on the change of modern
 Chinese customs managerial system.
